Even though applications of direct numerical simulations are on the rise, today most usual method to solve turbulence problems is still apply a closure scheme defined order. It not case that rising order model always related quality improvement. more, conceptual advantage applying lowest it represents analogous procedure introducing constitutive equation which has brought success many other areas physics. First models were developed in 1920s and seem be outdated by newer more sophisticated mathematical-physical schemes. However, with new knowledge fractal geometry fractional dynamics, worthwhile step back reinvestigate these models. As result this simultaneously generalizations multiscale analysis, first order, nonlinear, nonlocal, Difference-Quotient Turbulence Model (DQTM) was developed. In partial review article work performed authors, theoretical considerations its turbulent flow problems, evidence given DQTM missing (apparent) shear flows.
